The History

Sunny Hills was platted in 1971 and 1972 by General Development Corporation, one of several large-scale planned communities the company built across Florida during the postwar land boom. The original plan called for 60,000 residents on 24,301 residential lots spread across nearly 28 square miles — roughly 17,743 acres, accounting for almost five percent of Washington County's total land area. It was, and still is, the largest platted subdivision in Florida's Great Northwest.

The plan included a championship golf course, commercial zones, greenbelts and natural preserves, a network of paved roads, and the full infrastructure of a self-contained community. The golf course was built — designed by Gene Sarazen and Ken Venturi, opened in 1974, playing 7,095 yards at a slope of 120. The master plan set aside 3,829 acres for greenbelts and natural preserves and approximately 400 acres for commercial use.

But Sunny Hills never reached its planned density. The development company's ambitions outran the market, and the community grew slowly. Today, the majority of the 25,000-plus acres remain undeveloped. A small but real community lives here — including people who work in Chipley or commute to Panama City — but the streets and lots that were designed for 60,000 people hold a fraction of that.

What's Here Now

The Sunny Hills Golf Course is the community's centerpiece — an 18-hole championship layout in good condition, open to the public. Boat Lake, a small recreational lake, provides fishing and a gathering point. The Sunny Hills Civic Association oversees building standards and pre-approves building plans for new construction, functioning as the community's de facto governance body in the absence of a formal HOA.

The community has a rural, quiet character. Homes are spread across the grid with plenty of undeveloped lots between them. Some roads are paved; many are not. Some lots have access to county water and sewer; others would require a private well and septic system. This variability is the central fact of buying in Sunny Hills — two lots on the same street can have very different utility access, road conditions, and buildability.

Sunny Hills sits about 45 minutes north of Panama City Beach via State Road 77, and about 20 minutes south of Chipley, which has the nearest hospital, full grocery stores, and county government offices.

The Lot Market — What You Need to Know

The Sunny Hills lot market is unlike anything else in Washington County. There are thousands of platted lots, and many of those for sale are marketed by wholesale resellers — companies that buy lots in bulk and resell them with owner-financing terms. You've probably seen the ads: $200 down, $200 a month, no credit check, own land in Florida.

Those offers are real. The financing terms exist, and there is nothing illegal about them. But the ads rarely mention the things a buyer should check before signing: whether the road to the lot is paved or a sandy track, whether water and sewer are available or if you'll need a well and septic, whether the lot meets Civic Association requirements for building, and what the realistic timeline and cost would be to actually build on the lot you're buying.

Some Sunny Hills lots are genuine opportunities — buildable parcels on paved roads with utility access, at prices far below what you'd pay in Bay County. Others are effectively unbuildable without significant investment in road improvement, utility extension, and site preparation that can dwarf the purchase price of the lot itself.

Before You Buy a Sunny Hills Lot

• Is the road paved or unpaved? Many Sunny Hills roads are unpaved sand or shell. Building on an unpaved road means the county may not maintain it, emergency vehicle access may be limited, and you may be responsible for road improvement costs.
• Are water and sewer available? Some lots have access to county water and sewer lines. Others do not, and would require a private well and septic system — adding $10,000–$20,000 or more to development costs, depending on conditions.
• Has the lot been cleared or is it wooded? Clearing a wooded lot adds cost and requires county permits. A cleared lot is closer to build-ready, but check whether it was cleared recently or years ago (regrowth can be significant).
• Does it meet Civic Association building requirements? The Sunny Hills Civic Association pre-approves building plans. Check their requirements before buying — not every lot configuration or building plan will be approved.
• What are the annual taxes and association fees? Property taxes on vacant lots in Sunny Hills are generally low, but confirm the specific parcel's assessment. Civic Association fees may apply.
• How far are services? The nearest full grocery store, hospital, and government offices are in Chipley, about 20 minutes north. Plan your daily life around that drive.

Location

Sunny Hills occupies a unique geographic position — rural enough to feel remote, but within practical driving distance of both Chipley (20 minutes for services) and Panama City Beach (45 minutes for coast access). Interstate 10 is accessible via Chipley, connecting to Tallahassee and Pensacola.

The community is in the south-eastern part of Washington County, away from the Holmes Creek corridor in the western county. The terrain is flatwoods — sandy soils with pine and scrub oak — different from the creek-bottom landscape around Vernon.
