“Panama City 32404” doesn’t tell you which city you’re in
Homes in Callaway and Parker, and many in Springfield, have a “Panama City, FL 32404” mailing address. The mailing address comes from the post office; the city is set by city limits. Of the homes that sold with a 32404 address in the 18 months to October 15, 2026, 6 in 10 were outside Callaway, Parker and Springfield — about 37% in unincorporated Bay County and 23% inside Panama City’s own city limits, mostly in the Liberty community.
It works the other way too. Springfield homes sell under three ZIP codes — 32404, 32401 and 32405 — and some neighborhoods people call “Callaway,” such as Titus Park, College Station and Olde Towne Village, are outside the city limits.
The city a home sits in decides:
- The city property-tax rate — each city sets its own, and unincorporated Bay County has none.
- Who answers a 911 call — Parker and Springfield have city police; Callaway and unincorporated areas are covered by the Bay County Sheriff’s Office.
- Who bills water, sewer and garbage — each city runs its own utilities.
- The flood-insurance discount — FEMA’s Community Rating System discount is set city by city.
- Zoning and city plans — each city sets its own.
School zones don’t follow city lines at all; they’re drawn by Bay District Schools. Before you make an offer, look the address up on the Bay County Property Appraiser’s site (it shows the taxing district) and on the school district’s zone locator.

Schools near the base
All three cities are in Bay District Schools. The district is building a $132 million replacement for Tyndall Academy — the school for students who live on base — that must be ready by August 2028. Tyndall Academy earned an A for 2025–26.
Nearly all of the area is zoned to Rutherford High. Zones change, so check any address on the district’s zone locator before you count on a school.
Insurance near Tyndall — the 2026–27 rules
As of October 2026
General insurance, wind, flood and post-Michael building codes are covered on our Bay County homes page. Three rules matter most for a purchase right now:
- Storm surge is flood, not wind. A homeowners policy doesn’t cover it; only flood insurance does.
- Citizens policyholders must carry flood insurance by January 1, 2027, even outside FEMA’s high-risk zones.
- An insurer can’t refuse or drop coverage only because a roof is under 15 years old. Many roofs here were replaced in 2019–20 after Hurricane Michael.
Florida’s insurance regulator puts Bay County’s average homeowners premium at $3,465 a year (March 2026 data). That’s an average, not a quote — get quotes on the specific house during your inspection period.
After Hurricane Isaias
October 2026
Hurricane Isaias made landfall near Destin as a Category 2 storm on October 9, 2026, and parts of Bay County reported damage. If you’re buying here this fall:
- Ask the seller in writing about storm damage, repairs and any open insurance claims.
- Have the inspector check the roof, windows, soffits and fences, and look for water intrusion.
- Get an insurance quote early — insurers may ask about recent storm repairs.
- Ask for receipts and permits for any post-storm work.
BAH, home prices and the Tyndall outlook
Our Tyndall page has the BAH lookup by pay grade, home prices by ZIP code and drive time from the base, updated monthly, and the latest on the base rebuild and the F-35 mission.
FAQ
Is Panama City 32404 the same as Callaway?
No. 32404 is a mailing ZIP code that covers Callaway, Parker, part of Springfield, part of Panama City and unincorporated Bay County; in the last 18 months, 6 in 10 homes sold in 32404 were outside Callaway, Parker and Springfield. The city a home is in — which sets its city tax rate, police and utilities — comes from city limits, not the ZIP code.
Which schools serve the area around Tyndall?
It depends on the address. Check each address on the Bay District Schools zone locator.
Do I need flood insurance near Tyndall?
If your home is in a FEMA high-risk flood zone and you have a federally backed mortgage, yes. If you’re insured through Citizens, you’ll need flood coverage by January 1, 2027 wherever the home is. Elsewhere it’s optional but worth pricing, since storm surge is only covered by flood insurance.
